Returns the value set by SlashCo.SetGasCansToSpawn.
A negative value (the default) means no override is set, and SlashCo.SpawnGasCans instead calculates the amount automatically from SlashCo.GetGeneratorsToSpawn and SlashCo.GetGasCansPerGenerator.
